The Trump Doctrine, Defined — After Twelve Months of Second Term

The Trump Doctrine is not a document. But after twelve months of practice, its operating principles have crystallised.

The five principles

  1. Reciprocity over multilateralism. Every bilateral relationship is transactional. NATO Article 5 is honoured only for members at 2.5% GDP defence spending. Trade deals are one-in, one-out.
  2. Deterrence by cost imposition. Sanctions and tariffs are the default tool. Kinetic action is the last option, but the last option is credible. See: the Houthi strike package, February 2026.
  3. No permanent enemies except China. Russia is a competitor. Iran is a threat. China is the adversary. Everything else can be negotiated.
  4. Wealth as leverage. The dollar is the weapon. The tariff is the delivery mechanism. Every economic tool is a national-security tool.
  5. Domestic strength first. Border security, manufacturing base, energy independence are prerequisites. Nothing else works without them.

The test

The doctrine passes its first serious test on Taiwan. The Xi-Trump summit set for November 2026 in Anchorage will resolve whether reciprocity plus deterrence plus wealth-leverage produces peace-through-strength or produces confrontation. The NSC is preparing for both.
