USAID Is Half the Size It Was in January — Here's Where the Money Went

USAID's FY2026 appropriation was cut from $44.2 billion to $22.8 billion. The money didn't disappear — it moved.

Where the $21.4 billion went

• $8.2b transferred to the Development Finance Corporation (DFC) for equity investments in strategic mineral and semiconductor supply chains.
• $5.6b transferred to the Millennium Challenge Corporation (MCC) with a conditional-compact framework tied to voting alignment at the UN.
• $4.1b transferred to State's Bureau of Population, Refugees, and Migration for repatriation programs.
• $2.9b returned to Treasury (net deficit reduction).
• $0.6b transferred to the National Endowment for Democracy — the only line item that grew as a share.

What was eliminated

The Diversity, Equity, and Inclusion (DEI) directorate. The Climate and Environment Bureau. The Gender Advisor's Office. The Democracy, Human Rights, and Governance Bureau's grants program (though the Bureau itself survives). Every USAID grant to an NGO with the word "Reproductive" in its name.
